Background Information – Job-specific
1. General background of the project/assignment

UNOPS has been providing technical assistance in the implementation of health infrastructure projects with the Government of Nicaragua and various International Development Banks. The assistance will include, among other things, capacity building, implementation and monitoring of investment programs and projects, and procurement strategies, bidding processes and contracting.

To efficiently and effectively fulfill the commitments made under this technical assistance agreement, UNOPS has established a Technical Unit to develop procurement products for medical equipment and supplies. This unit will generate documents compiling terms of reference, bidding documents, and procurement strategies for a group of projects. Simultaneously, UNOPS will implement procurement processes for goods and services and manage the receipt, verification, and operational status of the acquired goods.

In this context, the Biomedical Engineering Technical Associate (Medical Equipment and Supplies) will collaborate with the Biomedical Equipment Coordinator and the healthcare team on project implementation. They will also report to and coordinate directly with the Project Manager regarding progress and issues related to the operational aspects of assigned projects. They are expected to contribute to achieving and exceeding the organization’s performance and service objectives.

Functional Responsibilities
2. Purpose and scope of the allocation

The Technical Associate will work under the supervision of the Biomedical Equipment Coordinator and in close collaboration with the assigned project specialist teams, and will carry out all activities required by the project, particularly those aimed at defining, specifying and clarifying the hospital equipment, supplies and health services required by the projects, according to the following activities and stages:

3. Monitoring and evaluation of functions

The professional will be required to prepare an annual Work Plan, which the supervisor will monitor and track continuously. They will also be accountable and coordinate activities with the relevant personnel.

Education/Experience/Language requirements
****4. Qualifications and Experience**

a. Education** – A High School Diploma is required. – A Bachelor’s degree or technical studies, preferably in health sciences, biomedical engineering, health management, or related fields, will be considered an asset and will replace some of the required years of experience.

b. Work experience – A minimum of 2 to 6 years of professional experience (or less depending on academic qualifications) is required in support related to at least one of the following activities:

Acquisition of medical equipment and/or health supplies,
Preparation of specifications for medical equipment and/or health supplies.
Verification of installation, operation or maintenance of medical equipment.

Previous experience working with government and official bodies is desirable.
Previous experience at the United Nations is desirable.
c. Language

Fluency in Spanish is required.
Basic knowledge of English or another United Nations language is desirable.

Regular Monthly Contract : This contract is established in the modality of a regular monthly contract, that is, a continuous provision of services is required during the contract period, with payments associated with the contract being made at the end of each calendar month.
Contract Level : LICA-6
Contract Duration : Indefinite – Subject to organizational requirements, availability of funds and/or satisfactory performance.
