Overview
Coordinate implementation of projects in the NCE area.
You have:
Master’s degree or equivalent in Natural Sciences, Engineering, Economics, or Social Sciences, or Bachelor’s degree with 2 additional years of relevant experience.
Minimum 2 years of relevant professional experience in project design, monitoring, and evaluation at national or international level if holding a Bachelor’s degree.
Fluency in Spanish is required.

Project description
In the Nature, Climate and Energy (NCE) area of the UNDP in Cuba, various initiatives are being developed to support national priorities of increasing the conservation and resilience of natural and built heritage, incorporating environmental considerations into development strategies and economic practices, developing environmental finance and promoting adaptation to and mitigation of climate change; also incorporating attention to gender and social equity approaches.
Currently, some twenty projects are under implementation with various funding sources, totaling US$74.3 million. In addition, there is a portfolio of 15 new projects in various stages of development: negotiation, formulation, and approval, totaling US$18 million.
These projects have a national scope, with interventions distributed across several provinces and a duration of between 3 and 8 years. The implementation modality for these projects varies between DIM and NIM. Projects implemented under the NIM modality will require additional involvement from the UNDP Office, as support will be provided for their implementation (support to NIM).
The UNDP Office considers that, taking into account the characteristics of these initiatives, it needs to strengthen its human resource capacities, considering the challenges of: simultaneous start of several projects, increased DIM and NIM implementation, the latter under the UNDP support characteristic in the implementation (support to NIM), diversity of national donors and implementers, and the fact that they are projects of national scope and with intervention in various provinces of the country.
Therefore, to meet this high and immediate demand for work at UNDP, the budget for these projects has included the hiring of qualified personnel to coordinate their implementation, taking into account UNDP quality criteria and the monitoring and evaluation requirements of donors.
Scope of work
Fulfill the functions inherent to the coordination of the projects under your responsibility:
Ensure compliance with UNDP policies, rules and procedures for project implementation.
Ensure compliance with the conditions established for the projects as agreed with the donors.
In close coordination with the national counterpart, ensure actions for the planning and development of activities, in line with the Project Document.
Prepare and ensure compliance with the UNDP’s Work and Procurement Plans and Annual Budgets, taking into account the rules and procedures of the UNDP and donors.
In close coordination with the national counterpart, ensure compliance with the co-financing commitments approved for the project and their proper reporting to the donors, according to the required conditions and deadlines.
Together with the national project coordinator, support the organization of the Steering Committee meetings to ensure effective and timely decision-making, in accordance with the Project Document.
Monitor the effective provision of services provided by UNDP: financial, procurement, staff recruitment, among others.
Prepare the annual reports required by the donor. Ensure the preparation of project information required by UNDP, including information related to the contribution to the Country Programme report and the United Nations Cooperation framework in Cuba.
Coordinate the operation of the team hired by UNDP and supervise the performance of the Project Assistant.
Prepare the Terms of Reference and monitor the performance of thematic consultants hired by UNDP, based on the results of the project.
In coordination with the UNDP Program Officer in charge of the NCE area, ensure the articulation with projects from other UNDP areas.
In coordination with the national counterpart, promote the articulation and synergies of the project with other initiatives.
Ensure the proper monitoring and evaluation of the projects under your responsibility, in close coordination with NCE Program Officers and the UNDP Cuba Monitoring and Evaluation Officer:
Ensure compliance with the requirements set out in the UNDP Evaluation Policy.
Ensure compliance with the monitoring and evaluation requirements established in the donor Monitoring and Evaluation Policy.
Formulate and ensure the implementation of the project’s annual Monitoring and Evaluation Plans.
Coordinate the evaluation processes agreed upon in the Project Document and monitor the implementation of the recommendations derived from them.
Manage project risks: conduct systematic risk assessments, identify management measures, monitor their implementation, and prepare reports on their status.
Update in the UNDP automated system all information related to project monitoring and evaluation, and quality assurance reports.
Work with the project’s technical coordination team to ensure the accurate and timely submission of annual project goal achievement reports to the Steering Committee and the donor. Ensure that the reports are prepared according to established procedures, quality standards, and in compliance with contractual obligations agreed upon with the donors.
Together with the national project coordinator, coordinate the implementation of knowledge management processes and the identification of lessons learned.
Together with the national project coordinator, ensure the information required for conducting the audits, preparing the resulting action plans, and implementing the recommendations.
In conjunction with the national project coordinator, ensure compliance with UNDP requirements for the application of environmental and social safeguards standards. In coordination with the UNDP Gender Officer, ensure compliance with gender requirements and promote actions from the project that contribute to gender equality and women’s empowerment.
Conduct monitoring visits to intervention sites as required, in coordination with national actors, as well as support other monitoring visits required by UNDP and the donor.
Ensure the operational and financial closure of the project.
Ensure compliance with communication and visibility requirements, in line with donor and UNDP policies, in close coordination with the UNDP Communication Officer, Cuba.
In coordination with the national project coordinator, ensure the implementation of the project’s communication requirements.
Develop actions to raise awareness of the project’s results and impacts.
Facilitate the development of knowledge and skills, the exchange of knowledge, and the promotion of activities relevant to the assigned thematic areas.
Organize training, workshops and capacity-building activities in a consultative manner, involving technical experts and stakeholders, such as government, the private sector, NGOs, donors and/or academia.
Identify, synthesize and document the best practices and lessons learned generated by the project and implementing partners.
Participate in and ensure robust contributions to knowledge networks and communities of practice on project-related topics. Support the establishment of knowledge platforms for the project, facilitate innovative mechanisms for disseminating project knowledge, and develop knowledge resources and products to share with project partners and support UNDP’s participation in this area.
Promote development trends and opportunities for collaboration in coordination with project partners, stakeholders, and UNDP communications staff.
The holder performs other functions within their functional profile that are considered necessary for the efficient operation of the Office and the Organization.
Institutional Agreement
The Project Analyst is the person responsible for the project coordination team, based at the UNDP/Cuba offices. They are in charge of supervising the work of the Project Assistant.
The Coordinator will be part of the UNDP/Cuba NCE area and will report directly to the Program Officer in charge of this area. Additionally, the Coordinator will maintain technical relationships with other UNDP staff in Cuba, such as the Monitoring and Evaluation Officer, the Gender Officer, and the Communications Officer, who will provide support for strategic programming processes and synergies in these areas.

Education
Advanced University Studies (Master’s or equivalent) in Natural Sciences, Engineering, Economics, Social Sciences, among other related branches is a requirement, or a first level university degree (Bachelor’s or Engineering) in the areas mentioned above in combination with 2 additional years of qualified experience, will be given due consideration in lieu of a Master’s degree.
Years of relevant work experience
Applicants with a master’s degree (or equivalent) in a relevant field of study do not need to have professional work experience. Applicants with a bachelor’s degree (or equivalent) must have a minimum of two (2) years of relevant professional experience at the national or international level in the design, monitoring, and evaluation of development projects.
